SENATE CS FOR CS FOR HOUSE BILL NO. 83(FIN) "An Act                                                                             
making appropriations for the operating and capital expenses of the                                                             
state's integrated comprehensive mental health program; and providing                                                           
for an effective date" was read the third time.

Senator Dyson moved that the bill be returned to second reading for                                                             
the purpose of a specific amendment, that being Amendment No. 1.                                                                
Without objection, the bill was returned to second reading.

Page 4, following line 14:                                                                                                      
 Insert "It is the intent of the legislature that the Department of                                                             
Health and Social Services continue and enhance its efforts to reduce                                                           
fraud by both providers and beneficiaries of the Medicaid program."                                                             
                                                                                                                                
Senator Dyson moved for the adoption of Amendment No. 1. Senator                                                                
Ellis objected.
